Performance Management

LSPs in receipt of Neighbourhood Renewal Funding (NRF) have been asked to develop Performance Management Frameworks (PMFs) to help drive delivery of the Local Neighbourhood Renewal Strategy.

Each thematic area is self assessed following a traffic light system with green being the best and red being the worst; Government Office North East then carry out an annual review including all partners. The areas of partnership development and improvement planning are also assessed. The overall assessment for 2006 was Amber Green, as was the assessment for 2005.

A traffic light assessment was not provided by the Government Office for 2007, although they did confirm that the Partnership has continued to work well over the past reporting year and demonstrates general improvement.

During discussions it was agreed that the following areas will continue to require attention over the coming year:

Health - All floor targets at district level are on improving trends and the cancer mortality rate is showing a reduction in the gap against the national level. It is clear that the Partnership sees health inequalities as a major issue for the district and has devoted a significant amount of effort to the underlying issues through its Haelth Improvement Group; Teenage Conception rate remains a concern.

Education - Progress maintained against all KS2 Maths and has consistently exceeded the national level; progress maintained on all KS3 subjects and the gap against the national levels is reducing. The trend for GCSE attainment is positive with the gap closing. There has been a reduction in those not in education, employment or training (NEETs) and this is welcome.

Employment - On the key floor target the overall employment rate is moving in the right direction and has met the partnership target.

Crime - British Crime Survey comparators have shown a rise in overall crime; criminal damage and wounding showing significant increases over the baseline levels. East Durham Partnership working with other Crime and Disorder Reduction Partnerships in North Durham around these priorities and this is welcome.

Housing - There is a major concern regarding the decent homes floor target. The Housing Authority and the partnership will continue to work with East Durham Homes around this issue.

Liveability - The overall progress against the floor and local targets is encouraging and most are on track. The improvement in the proportion of household waste recycled or composted is particularly positive ans is one of the highest levels in the North East.

Partnership - Robust partnership working has been carried out within the partnership with thematic groups working well together around local priorities. The Partnership has also maintained its positive track record in managing NRF spend.
