Profile of the Chair of the LSP - Councillor Alan Napier

As well as being the Chairman of the East Durham Local Strategic Partnership (LSP), Councillor Napier is the Leader of the District of Easington Council.

Roles and Responsibilities as Chair of the LSP

In addition to his responsibilities as a Partner, which can be found on page 3, section 6 of the Constitution; Councillor Napier is required to:

  • Chair meetings of the LSP
  • Act as the focus for the LSP and its work in relation to the Community Strategy, represent the LSP at key events, and act as media spokesperson where appropriate
  • Work closely with the Lead Partner, which is District of Easington Council, and the Partnership Manager - John Murphy to: 
    • Agree agendas and minutes for issue to Partners
    • Discuss reports and the direction of the LSP
    • Consider any criticism or concerns Partners may have about the role or functioning of the LSP, bringingthem forward for discussion at a meeting of the LSP if it is not possible to resolve them in any other way

General

Councillor Napier spent most of his life as an electrician at Murton Colliery, a career that came to an abrupt end when the last Durham pits closed in 1993. He then embarked upon a new career as a care worker, which was a vocation very close to his heart, working in particular with autistic children. This unfortunately came to a very sudden stop when he was critically injured in the Paddington train crash in September 1997. Councillor Napier has fought hard to put this behind him and has devoted his time to working for the local community.

Throughout his career Councillor Napier has been a committed  and active trade unionist and continues to take a key role in local, district and regional affairs. Councillor Napier sits on a large number of Committees and working groups, most notably the Association of North East Council, North East Assembly, North East Housing Board, County Durham Economic Executive and County Durham Strategic Partnership, and is also Chair of the Northern Region Coalfield Communities Campaign.

Councillor Napier is an accomplished musician, and has a keen interst in both listening to and playing many types of music. A former footballer who considered making it a career, switched his love of football to supporting Sunderland A.F.C, when unfortunately the rewards were not too high.

Councillor Napier is passionate in making the area a better place , "this can only be done by everyone working together in partnership with a commitment from everyone to work in new ways for the good of the community."
